This would be so that I could connect my hard-disk (which does not own a TV out port) to this device, and this device could be connected to my TV so I can watch my video clips

Actually, I feel TIVO has the fitness for what you want to do, but not with this setup. You can meet people the TIVO with a standard see (ethernet) cable, and send video/pictures to the TIVO from your computer. (Most DVR's in a minute may have this ability).
A more straightforward method would be to burn your clips to a disc or DVD. Most DVD players will play different formats, and disks are cheap!
How about a unmarked video card for your computer with a TV out.
Later.. You might want to look into the maker of the external hard drive they might build something for that purpose.
A laptop is as close as you'll probably get considering you requirement an interface.
